This division includes the Communications Branch, the Human Resource Services Branch, the Financial Services Branch and the Legal and Risk Management Branch.
Legal and Risk Management
SPM is pleased to offer a comprehensive risk management program. The
program is available to provincial government agencies, boards,
commissions, departments, crown corporations and publicly funded
organizations and includes services such as:

SPM has long been providing these services to its clientele and has
recently begun providing them to federal government departments as well
as publicly funded organizations.

Insurance and Risk Management
provides professional insurance and risk management services to SPM and its customers. These services
include: identification and acquisition of appropriate and comprehensive
insurance, risk identification and assessment, recommendations on loss
prevention and reduction, risk transfer, claims management and investigation of
reported incidents. Insurance and Risk Management specializes in reducing the risk of loss at a
reasonable cost to SPM and its customers.
Investigative Services
provides comprehensive professional investigation and reporting for incidents that do
not require an immediate response by a police agency.
Types of investigations may include:
- Breaches of security, insurance claims, property loss by accident, weak controls, improper practices, suspicion of theft, fraud, white-collar crimes, and other security matters relating to the protection of information, people and property.
- Accidents and reported violations of The Occupational Health and Safety Act and Regulations, including harassment, which are investigated with the assistance of our Environmental and Employee Occupational Health and Safety Professionals.
Investigations are conducted and customers are provided with written
reports to assist management in making informed decisions. Investigations
involve working with union representatives and management to ensure all
employees are protected by agreements and the law. Risk assessment and
the use of preventative measures to minimize exposures to loss are part of
the services provided by Investigative Services.
Investigative Services also conducts business reliability investigations.
These investigations involve conducting inquiries into the financial
background of corporations and individuals with whom the government
intends to do business and is a standard, legal and sound management
practice. It is necessary to ensure businesses and individuals are able to
meet contractual obligations without placing public funds at risk.
Investigative Services conducts business reliability investigations in
response to specific requests and provides written reports to assist
management in making financial decisions based on accurate and current
information obtained from public and government credit and business
information sources.
Health and Safety
provides technical expertise in the identification and evaluation of hazardous conditions and
practices, reviews safety and environmental systems and processes,
provides incident analysis, investigation and consultation on safety, health
and environmental issues, develops hazard control programs and liases
with Legislative authorities as required on behalf of SPM and its
customers. Audits and inspections of land and/or facilities pre-acquisition
and pre-disposal are conducted. Consultations are held with contractors
on SPM properties to enhance the safety of all employees and the
general public.
Legal Services
provides support by identifying legal compliance issues and providing
recommendations, facilitating knowledgeable choices about legal issues, and
providing legal advice as it relates to protecting the
organization's assets and the assets of government.
